But the strategic direction is clear.
Peer competitors understand that AI will shape military and economic power. They are not treating compute as a luxury. They are treating it as an element of national capability.
America has to do the same.
America Cannot Outsource Strategic Compute
Strategic AI cannot depend on infrastructure America does not control.

The United States cannot rely on adversarial or foreign-controlled infrastructure for military AI, intelligence processing, cyber defense, or secure national workloads.
